The detainees are people being held without charge.
**Many of the detainees are being held on visa
violations. However visa violations are a civil matter that does not give people the right to a court appointed attorney. The result is 90% of detainees do not have any legal representation.
**Many detainess are being held for deportation based on previous criminal convictions that they had previously served time for. These convictions are called aggravated felonies but under the 1996 Anti-Terrorism legislation aggravated felonies were redefined to include many small matters -- like jumping a subway turnstile. Many of the detainees took plea bargains on charges years ago at the advice of their attorneys without realizing there would be immigration consequences.

Directions: Take the NJ Turnpike to Exit 15E. Take Rt. 1/9 North off the exit ramp.
You should see signs for the prison at the second right off of Rt. 1/9 (Hackensack Ave).
Follow the signs and park in the visitor's area of the parking lot. Once you enter the
prison, the visitation area is to the right.
